Foreign Trade Zone




The program is designed to stimulate international trade, create jobs and promote investment in the United States. Companies conducting business within an activated zone or sub-zone may bring foreign and domestic product into the activated zone at lower costs.

To be eligible, a company must have a qualifying Customs purpose such as the reduction or deferment of Customs Duties that are normally paid on many types of materials, components, and finished goods imported into the United States with significant cost benefits.

All of Pima County is designated a Foreign Trade Zone under the Alternate Site Framework (ASF). However, individual businesses must formally apply to achieve a FTZ status. TREO is the grantee of Tucson's Foreign Trade Zone.

For a company to qualify, it must:

  • Have a facility located in the United States
  • Import parts, materials, or components for manufacturing
  • Import finished goods or parts for distribution

Foreign Trade Zone benefits:

  • Lower inventory costs
  • Defer, reduce and/or eliminate U.S. Customs Duties
  • Distribution savings
  • Elect preferential duty rates
  • Property tax reclassification (after meeting Pima County qualifications)
